Water seepage through below grade walls can be an expensive problem to solve. In new construction using CMU’s, we recommend a fiber-reinforced cement applied at 1/8″ for permanent protection. For existing structures the choice is to address the problem from the outside by adding gutters, changing pitch of surrounding landscape or excavating and addressing drainage shortcoming and adding a waterproof membrane. The alternative is to apply cement-based water proofing to the inside (negative side) walls to stop water entry.
